Should i have to pay for this?

So soon im going into high school and im uncircumsised. I want to be so i could fit in with all of the other guys. I would have had it done at birth, but my mom said "no. it will make him unique' :P (shes kinda creepy). so i looked into it and the whole thing would cost about $3000. so should i have to pay for it, or should my mom?
