Why does my webcam light come on when I play Team Fortress 2?

It seems that when I get into a game-some random server to play the game. 5-15 minutes down the line my webcam comes on. Why is that? Is someone hacking my cam and being creepy? I never enabled my camera to let the game use it nor have I left it on by accident.
